2008 New York Auto Show: Subaru R1e  
NEW YORK CITY Subaru is working in partnership with the New York Power Authority and planning to test a pair of R1e electric cars this summer.

The R1e was developed jointly with Tokyo Electric Power, and the first running prototype was built nearly two years ago. The tiny two-seater features a quick-charge lithium-ion battery pack that provides a range of 50 miles, with a 54-horsepower electric motor enabling driving speeds of up to 65 mph.

Subaru claims the batteries can be charged to 80 percent of capacity in only 15 minutes and fully charged in eight hours on standard household current.

SMMTs seventh annual new car CO2 report published today  
Among the figures in the SMMTs latest CO2 report published today is the headline that new cars' average g/km of CO2 has fallen 13% since 1997.

Our latest CO2 report shows how far we have come, but also the challenges that lie ahead,said SMMT chief executive Paul Everitt. Industry is bringing more new technologies to market. Encouraging consumers to embrace these and choose lower-CO2 emitting variants must be our priority. However, this is not a task for industry alone; car makers, government, fuel companies and new car buyers have a role to play in delivering lower carbon motoring.

Highlights from the report, which is available to download from the home page of the SMMT website (www.smmt.co.uk), include:

- A 13% reduction in average CO2 reduction since 1997

- 39.5% of new car market under 140g/km CO2 last year; just 3.9% in 1997

- VED Band B emitting cars set to overtake Band G car sales for the first time in 2008

- Diesel penetration at 40.2% in the UK; 26.5% in 1997

- Diesel duty lower than petrol in all major European markets except the UK

- Total CO2 emitted by cars has fallen 4.8% since 1997; 72.2 to 68.7 million tonnes

- Government revenue from motorists up from £33.8 to £45.1 bn since 1997

Paul Everitt added, We shall be working with government to help shape the new car CO2 regulation, emphasising the need for appropriate lead-times, fines that are closely aligned to the market price of carbon and with suitable incentives for innovation. We will also be urging government to ensure that the diversity of the market and car manufacturing bases in the UK are protected.

The report was launched to the All Party Motor Group of MPs at a House of Commons event on 17 March.

Driving age will 'rise to 18'  
Learner drivers will soon have to carry this sticker for at least a year

A revamp of the driving test will effectively raise the driving age to 18.

Learners will still be granted their provisional licence from 17, but will need a year to pass the more complicated pre-test training.

The proposals, put forward by the Driving Standards Agency, aim to reduce the number of deaths and injuries among young and novice drivers.

Road safety figures show that one in five new drivers between 17 and 19 crash within a year of passing their test and the risk reduces by 43% for 17-year-olds after the first year of driving.

Under the new structure, which the Government is due to launch a consulatation on, learners will have to master key skills before being allowed to take a new practical L-test.

With a harder test, which will include driving on dual carriageway and turning right at a busy junction, learners will spend up to five times longer behind the wheel before taking their test.

A few skilled drivers may qualify to secure a full licence in less than a year, but they will be an exception rather than the rule, according to an official.

Lexus Announces Pricing on 2008 Pebble Beach RX 350 and ES 350 Limited Editions  
TORRANCE, California Lexus has announced pricing for its upscale Pebble Beach Collection ES 350 and RX 350 special-edition packages. The base ES 350 Pebble Beach Edition, which debuts this month, starts at $38,755, including a $765 destination charge. The base RX 350 Pebble Beach Edition with front-wheel drive starts at $42,045, including destination. It is on sale now.

The special edition package adds $4,170 to the price of the ES 350 and $3,880 to the price of the RX 350, Lexus said.

Pricing has yet to be announced on the Lexus LS 600h L Pebble Beach Edition, which is slated for a fall debut.

Previously, Toyota's upscale brand only made the Pebble Beach Edition package available on the SC 430, one of the more expensive vehicles in its lineup.

The RX 350 package adds such cosmetic touches as 18-inch wheels and chrome grille, a color-keyed spoiler and special badging and interior trim. The ES 350 Pebble Beach Edition has seven-spoke 17-inch wheels with a liquid graphite finish. The cabin gets semi-aniline leather and a wood-and-leather steering wheel.

Detroit to recruit 77,000 more (lower cost) workers by 2016 CAR study  
America's Big Three vehicle manufacturers will add 77,000 new workers to their collective payroll by 2016, according to a new study by The Centre for Automotive Research in Michigan of the impact of current labour force restructuring in the state. The workers who are leaving GM, Ford and Chrysler cost these manufacturers $78.21 an hour, including benefits, while those who replace them will cost an average of $25.65 an hour.

GM, which has the oldest workforce, is expected by CAR to be the first to begin recruiting, as over 46,000 of its hourly-paid employees - 60% of its total U.S. workforce - are eligible for early retirement. Japanese transplant manufacturers which also participated in CAR's study, are expected to take on 38,500 new U.S. workers over the next eight years, without counting the potential impact of VWs plans to expand in North America by opening a U.S. assembly plant.

"i": To the third power

The innovative design and layout of the award-winning "i" minicar showcases Mitsubishi's small car building prowess. Three "i" variants will appear at the Jacob K. Javits Convention Center, including the "i" (gasoline), the i MiEV (Mitsubishi Innovative Electric Vehicle), and the i MiEV Sport concept. The Mitsubishi Motors "i" family represents technological progress in capability and efficiency of the small car concept.

"i": Style power

On sale in Japan since 2006, the innovative "i" minicar maximizes a kei-class* car footprint to combine a smoother ride; nimble handling, interior space to accommodate four adults, all wrapped in a unique, stylish package. The "i" is powered by an aluminum three-cylinder, 660cc turbocharged, gasoline engine. This premium minicar's unique rear midship layout locates the engine ahead of the rear axle and helps the vehicle overcome the challenges for interior space, ride comfort and handling typically associated with the minicar class. The optimized interior package long (2550mm or 100.4 inches) wheelbase yields class-leading comfort, handling, and ride quality. The exterior and interior designs offer a fresh take on the traditionally boxy minicar class.

The "i" proved so successful at conquering the challenges associated with small car design that it won several major awards including the RJC (Automotive Researchers and Journalist Conference) Car of the Year 2007, and the Good Design Grand Prize 2006 (awarded by the Japan Industrial Design Promotion Organization). While the RJC award focuses on the automotive industry, the Good Design Grand Prize has a 52-year tradition and screens entries from all fields of human activity based on the view that design is an essential element in all fields of everyday life and industry. The "Good Design Award 2006" received 2,918 entries from April 26th to June 7th 2006.

*The kei-class is a popular small vehicle segment in Japan that is limited to a 660cc engine and a 3375mm (132.9 inches) long x 1475mm (58 inches) wide footprint. Vehicle taxation in Japan is related to elements such as engine displacement, vehicle size, and emissions; minicars offer owners tax advantages and reduced cost of ownership.

i MiEV: Electric power

The i MiEV electric vehicle, in its first US show appearance, improves on the efficient rear mid-ship layout by adapting a zero-emissions state-of-the- art electric drivetrain to this small car package. A durable 330-volt lithium- ion battery system is located under the floor deck, powering a permanent magnet electric motor. With this packaging, the i MiEV is able to offer the same level of interior utility and space as the gasoline version while lowering the center of gravity for more stable handling. The 47 kW electric motor offers improved performance over the 64 hp gasoline version. With instantaneous electric power, the i MiEV offers quicker acceleration compared to the gasoline version. The battery, developed by the MMC joint venture company Lithium Energy Japan, represents the leading edge in battery technology, and promises up to 100 miles of driving on a single charge. The i MiEV will launch in Japan next year (2009), adding a no-pollution solution for congested city streets.

i MiEV Sport: Sports power

The i MiEV Sport concept, making its North American debut in New York, maximizes the sporty possibilities of the zero-emissions electric vehicle.

The i MiEV Sport concept is a coupe variation on the i MiEV with a "fastback" roofline with a strong performance bias, leveraging the electric vehicle's natural advantages for a performance payoff. The Sport is constructed using a rigid lightweight aluminum frame that helps improve performance and range. The rear mid-ship layout (like the i MiEV) optimizes interior space and ideally situates the drivetrain's electrical components to maximize handling. In the interest of improved on-road capability, the i MiEV Sport's powertrain utilizes multiple electric motors. Two 20 kW electric motors, one built into each front wheel, work together with a single, powerful 47 kW motor that drives the rear wheels. Power output, traction and braking at all four wheels are controlled by the S-AWC (Super All-Wheel Control) system which integrates the ABS and ASC (Active Stability Control) systems to provide outstanding control and handling. For this electric vehicle application, a new E-AYC (Electronic Active Yaw Control) produces the same torque vectoring characteristics as the Lancer Evolution's AYC to give the vehicle playful road manners while maximizing stability and control.

The advanced, futuristic i MiEV Sport concept is also environmentally thoughtful in function and design. While a light green pearlescent exterior evokes thoughts of nature, the heat-absorbing window glass improves the efficiency of the air conditioning and low-drain LEDs are used throughout the vehicle including the rear combination lamps and interior lighting. An auxiliary voltaic generator on the roof makes effective use of solar energy; turbines in the front grille harness wind power; regenerative brakes capture motive power. The interior styling is clean, simple and fluid, allowing the driver to feel at home in this sporty, zero-emissions electric vehicle.

Concept-cX

In addition the trio of "i" minicars, the Concept-cX will appear at the New York International Auto show. The Concept-cX showcases a forward-thinking small SUV design that offers high levels of road and environmental performance with a newly developed 1.8-liter clean diesel engine mated to a Twin Clutch SST (Sport Shift Transmission). With its high seat position providing a wider field of view and its split tailgate giving easy access to the luggage compartment, the Concept-cX offers enhanced safety, utility and convenience. The interior is a nod to the modern with a mix of black and white with warm brown leather accents. A clean, sophisticated IP allows the driver enjoyment in an appealing, comfortable environment. Energy-absorbing materials are used throughout the vehicle, including the lower bumper, to increase the ability to restore its form after minor collisions. The Mitsubishi Concept-cX is a small soft-roader for on-road use that combines a high level or utility, fuel economy and driver enjoyment.

New Additions to the Lancer Lineup - the Grown-up Compact Evolves

Also on display will be Mitsubishi's latest additions to the compact Lancer series, the high performance Lancer Evolution, the 2009 Lancer GTS 2.4 and the turbocharged Lancer Ralliart, showing how much fun can be squeezed into a smaller sedan. Building off the success of the redesigned 2008 Lancer, the 2009 Lancer GTS boasts a new 2.4L engine and combines a sport-tuned suspension with 18-inch wheels, 215/45 R18 tires and large 4-wheel disc brakes. Powered by a new 2.0-liter DOHC MIVEC intercooled and turbocharged engine that boosts an estimated 235 horsepower, the Lancer Ralliart offers a medium between the Lancer GTS and the Lancer Evolution. Set to arrive at dealerships in the summer of 2008, the Lancer Ralliart will also feature a Twin Clutch-SST gearbox and a full-time 4WD driveline with Active Center Differential (ACD).

Super GT? Too easy...  
The GT-R is taking over the world. Nissan's new Godzilla-based racer dominated the first round of the Japanese GT series in Suzuki last weekend, finishing first, second and in most of the other scoring positions.

Satoshi Motoyama and Beniot Treluyer's Nismo GT-R took victory in the first race in front of a crowd of 32,000, edging out the Autech GT-R of... you don't really care about this bit, do you? Point is, the GT-R is so quick that some Japanese commentators are predicting that the GT organisers will impose limitations on the GT-R before the next race in Okayama in mid-April.

Which seems a bit unfair, really. It's a dog-eat-dog world out there, every man for himself and all that. If the GT-R does end up being, erm, pruned, we hope it'll retain its scarier-than-a-clown-convention looks.

Or its noise. This quick video only shows the GT-R in winter testing (if you've got anything better, please do email it over) but it's enough to imagine the noise of a gridful of GT-Rs at full throttle.

Oh, and see that white car in the final shot? That's a regular GT-R playing safety car for the big boys. Looks almost understated in that company, doesn't it?

Safety camera partnerships keep profits

More than £100 million was raised through speed camera fines in 2006/7, according to the latest figures from the Department for Transport (DfT).

Motorists in London were hit the hardest, paying £7.5 million in fines. Drivers in Mid- and South Wales paid £5.9 million and those in the Thames Valley paid £4.5 million. In contrast, just £724,860 was raised in camera fines in Gloucestershire.

Any profit from the £104.4 million raised is kept by the 38 safety camera partnerships in England and Wales that administer the cameras.

However, the Department for Transport reported that operating costs accounted for all but £6.4 million of the fines. That's a drop from £15 million the previous year, when £114.6 million was collected in fines.

A DfT spokeswoman said: 'Safety cameras are there to save lives, not make money. Independent research has shown there are 1745 fewer deaths and serious injuries at camera sites each year.'

However, a spokesman for campaign group speedcameras.org said: 'According to the DfTs own figures, only 5% of all traffic accidents are caused by drivers exceeding the speed limit.

'Drivers without a licence, insurance or tax are four to five times more likely to be involved in an accident - they should be the top priority for the police.'

Tuner Special: Avro 720 Mirage  
BROOKLANDS, England Avro Motor Cars, the U.K. supercar specialist, has combined forces with Roush Technologies to create a strictly limited edition of Ford's already legendary GT. Limited to only 10 cars, the Avro 720 Mirage special edition could soon become a legend itself.

The 720 flies by in a vibrant, appealing Arancia Metallica (Italian Metallic Orange) with semi-matte black details and wheels. Appearance modifications are limited to the deletion of the rear bumper and exclusive sill plates.

At the officially appointed service center for Ford's performance cars in the U.K., Roush engineers ripped apart the GT platform and applied a custom calibration package, allowing the orange beast to deliver a mean 720 horsepower and massive 627 pound-feet of torque. Without the OEM speed limiter, the 720 Mirage has a top-speed capability of at least 220 mph. Included in the calibration package is a larger, polished Whipple supercharger, and a throttle body, inlet sleeve and x-pipe exhaust system, all by Accufab.

Stillen drilled and slotted rotors combine with AP Racing six-pot calipers for upgraded stopping power, while the 720 Mirage has a somewhat sportier stance, thanks to an adjustable coil-over system that lowers ride height by 1.0 inch. Front and rear track are also a tad wider than on the standard Ford GT to help provide additional stability.

"The 720 Mirage is available exclusively from Avro and once these cars are completed, we believe there will be no more. Examples of our 600RE edition are now located in several parts of the world, and we expect the market response to the 720 Mirage to be similarly international," says Andy McGrath, Avro's managing director.

The 720 Mirage is now available for preordering at the equivalent of $362,400, including all U.K. taxes.

Navistar's Growth Actions Continue to Gain Traction Despite Weak Truck Industry  
WARRENVILLE, Ill.--Sustained strength in military and export shipments continue to drive the growth strategy of Navistar International Corporation (Other OTC: NAVZ) despite softness in traditional markets, the company reported today in its first quarter operational update.

The company expects expansionary shipmentsof 40,000 to 45,000 vehicles this year will account for a third of Navistars total worldwide vehicle shipments and help to mitigate the current weakness in its core markets, said Daniel C. Ustian, Navistar chairman, president and chief executive officer.

The commercial truck market is beginning to improve slowly but clearly it is still tough going,Ustian said. To help offset cyclical downturns, our strategy has been to build successful and sustainable businesses in military and export markets. That strategy is paying off in the success of these expansionary businesses. And we are well positioned in our truck and engine businesses with strong products to respond to demand when the market does recover.

Navistars defense business is expected to consistently generate $1.5 billion to $2.0 billion in annual revenue going forward, Ustian said. The latest order of 743 International® MaxxPro™ Mine Resistant Ambush Protected (MRAP) vehicles, announced yesterday, increases Navistars total Category I MRAP orders to 5,214 since Navistars first contract awarded in May 2007. These orders total more than $3 billion.

Navistars fiscal first quarter results reflect the soft market experienced through January. Worldwide shipments of school buses, Class 6-7 medium trucks and Class 8 heavy trucks and expansion market vehicles for the three months ending January 31 totaled 18,720 units, down 37 percent from 29,680 units shipped in the same period a year earlier when totals benefited from a historic pre-buy in advance of 2007 emissions standards.

As the class 8 on-highway market begins to rebound, we are well poised to capture a solid portion of that segment with our fuel-efficiency leading International ProStarTM and the introduction of three new ProStar derivative models that are just now entering the market,Ustian said.

Significant new products are on the horizon as well. Were continuing our product momentum to deliver profitable growth well into the future,Ustian said. Our customers and dealers are particularly excited about the upcoming International LoneStarTM that we introduced to the world last month at the Chicago Auto Show.

The company plans to become current by mid-year in its financial filings with the Securities and Exchange Commission.

As we continue to make progress toward becoming a current filer, we have maintained our focus on delivering on our commitments by aggressively implementing a plan based on three strategic pillars: great products, a competitive cost structure, and profitable growth,Ustian said.

Manufacturing cash balances, together with other sources of liquidity leading into the expected 2009 pre-buy in advance of 2010 diesel emission requirements, are sufficient to support the operating and capital needs of the business, said Terry M. Endsley, senior vice president and treasurer. The funding needs of the company and our financial services subsidiary, NFC, have been largely unaffected by the credit crunch and we are well positioned, with regard to liquidity and capital structure, to take full advantage of the 2008 and 2009 truck markets,he said.

VW was Europes top selling brand, Peugeot 207 top new model in February JATO  
Volkswagen remained Europes top-selling car brand in February, with total sales 14.5% higher than a year earlier and ahead of Peugeot (up 14.4%), Renault (up 9.9%), Opel/Vauxhall (up 2.0%) and Ford (up 2.9%). During January and February 2008 the top five performers were Volkswagen, Ford, Opel/Vauxhall, Renault and Peugeot.

JATO reports that Fiat is continuing to increase its market share, with sales 11.5% higher than a year ago. Mercedes and BMW both posted volume increases of 21% over the same period last year thanks to the recovering German market.

Other significant market improvements have been posted by Nissan (up 55.8% in February and 52.0% YTD), largely driven by continued high demand for the Qashqai model, while MINI volumes grew by 48.9% due to the introduction of the new Clubman and the low-CO2 ratings achieved by the revised Efficient Dynamics-equipped models.

The Peugeot 207 was Europes top-selling new model in February (up 23.0% at 38,493 units,) ahead of the Volkswagen Golf (36,032 units, up 43.7%), Renault Clio (29,007 units, up 4.9%), Opel/Vauxhall Corsa (28,304 units), Opel/Vauxhall Astra (27,287 units, up 1.6%), Fiat Punto (26,688 units), Ford Focus (26,494 units), Ford Fiesta (24,084 units, up 2.9%), Volkswagen Polo (21,819 units, up 13.1%) and Volkswagen Passat (19,977 units).

Beijing Auto Show: Buick Invicta Returns From the Dead  
NEW YORK Buick has dusted off one of its classic nameplates Invicta for a new concept luxury vehicle that will be formally unveiled in mid-April at the Beijing auto show.

General Motors says the Invicta was jointly developed at corporate design centers in China and North America a pattern that could mark the future design direction of the Buick brand, which is expected to share more models between those two markets.

GM says the Invicta showcar continues the thread of the futuristic styling theme introduced last year on the Buick Riviera concept that was displayed at the Shanghai show. It borrows such signature Buick design cues as the chrome waterfall grille, portholes and "sweepspear" curving line that runs along the vehicle's flanks.

The Invicta name Latin for "unconquerable" or "unvanquished" was used briefly by Buick from 1959-'63 on an uplevel version of the big LeSabre, and was supplanted by the Wildcat. The Invicta brand also appeared on a series of British cars from 1925-'50, and more recently on a limited-edition British sports car called the S1.

Subaru R1e  
NEW YORK CITY Subaru is working in partnership with the New York Power Authority and planning to test a pair of R1e electric cars this summer.

The R1e was developed jointly with Tokyo Electric Power, and the first running prototype was built nearly two years ago. The tiny two-seater features a quick-charge lithium-ion battery pack that provides a range of 50 miles, with a 54-horsepower electric motor enabling driving speeds of up to 65 mph.

Subaru claims the batteries can be charged to 80 percent of capacity in only 15 minutes and fully charged in eight hours on standard household current.

Steve Saleen To Develop New Signature Series  
ORANGE COUNTY, California Steve Saleen, who in mid-2007 quit the California company he founded to become CEO of a would-be importer of Chinese vehicles, said he now plans to develop performance parts for "the new American muscle-car offerings" as well as a new line of ultra-high-performance vehicles under the Signature Series brand.

But things aren't nearly so cut and dried as they appear to be on paper.

Steve Saleen's March 13 announcement described the formation of SMS Limited as "the pinnacle brand in his portfolio of companies" and said the company will develop "lifestyle performance automobiles."

But a December 27 brochure distributed by New Jersey-based China America Cooperative Automotive better known as Chamco Auto said that it had formed SMS Limited, together with Steve Saleen, to handle re-engineering and certification of vehicles that its subsidiary, ZX Automobile Company of North America, planned to import from Chinese truckmaker Hebei Zhongxing Automobile.

In the meantime, Steve Saleen is among the plaintiffs in a lawsuit between two rival factions battling for control of Chamco.

In May 2007, Steve Saleen quit Saleen Inc. A month later, he joined ZX Auto as an investor and chief executive officer.

At the time, Saleen said in a statement: "I think these vehicles with entry-level pricing are the wave of the future, and I am thrilled to have the opportunity to have a hand in that future. I am confident that we will have the cars homologated, in compliance with U.S. standards and in the U.S. by June of 2008."

In addition, the statement said Saleen's agreement with Chamco Auto "will create a new company that will produce a new line of American performance vehicles manufactured in the U.S. for 2008," while providing no other details. At the time, Chamco said Saleen and Billy Tally, Saleen Inc.'s former chief technical officer, who also moved to Chamco, would be designing vehicles for Chamco and ZX Auto North America. "A full and complete line of vehicles will be available to all ZX Auto NA dealers over the next several years," the statement said.

In the meantime, a legal drama has been unfolding between two rival groups of executives, each of which claims it represents Chamco and ZX Auto.

One group, which operates the Chamco Auto Web site, is headed by William Pollack, who as chairman has been the company's spokesman and most public face for the past two years. Posted on the Web site this week is a statement attributed to Pollack that claims that a "dissident group of officers and directors¿conspired to defraud Chamco Auto and ZX Auto¿and expropriate each company's assets."

The Web site also claims that Steve Saleen and Billy Tally have been "terminated" from the company's board of directors.

However, a rival Web site also claims to be the "official Web site" of Chamco Auto. It lists Steve Saleen as president and CEO of ZX Auto and Billy Tally as chief technical officer of ZX Auto, and both men as directors of Chamco Auto.

The site also has posted a copy of a lawsuit filed in New Jersey against the rival group headed by Pollack, and lists Steve Saleen and Billy Tally among the plaintiffs. The suit charges the defendants with fraud, diversion of funds, fabrication of records, gross mismanagement and breach of fiduciary duty.

Steve Saleen's March 13 announcement of SMS Limited lists Billy Tally as chief technical officer. Also joining the company as chief creative officer is Phil Frank, who previously had designed a variety of vehicles for Saleen Inc., including the S7.

Delphi to subpoena investors over insider trading allegations  
Delphi Corp. has won its bankruptcy court judges permission to subpoena investors to determine if any of them engaged in insider trading by short-selling its stock, as it suspects on the basis of information from an unnamed stakeholder that at least one unnamed investor recently engaged in inappropriate conduct.

Six private equity firms led by Appaloosa Management have agreed to invest up to $2.55 billion in refinancing the insolvent Delphi. The others are Harbinger Capital Partners; Merrill Lynch; Pierce, Fenner & Smith; UBS Securities; Pardus Capital Management LP, and Goldman Sachs Group. None of these is suspected of wrongful trading activity, but as many as six unnamed investors acting as partners to one of the aforementioned are, according to Delphi's lawyers.

J.D. Power and Associates Reports: U.S. New Light-Vehicle Sales in 2008 Forecasted...  
WESTLAKE VILLAGE, Calif., -- New-vehicle sales in 2008 are expected to reach their lowest levels since 1994, dropping to 14.95 million cars and light trucks, according to J.D. Power and Associates. New-vehicle sales for 2008 were originally forecasted at 15.7 million units.

"While the automotive industry's slow performance in January and February certainly contributes to the anticipated drop in new-vehicle sales, declining consumer confidence and spending, as well as turbulent financial and economic market conditions, are primarily driving the decline," said Jeff Schuster, executive director of automotive forecasting for J.D. Power and Associates.

Additionally, a weaker retail and fleet market both contributed to the overall reassessment of total new-vehicle sales for 2008. Retail sales were initially forecasted at 12.6 million units, but are now expected to decline to 12.3 million -- down from 12.8 million in 2007. General economic conditions, coupled with less widespread incentives, are driving the retail decline. Fleet sales have already experienced a weaker-than-expected start in 2008, but a further decline is anticipated, as daily rental sales are not projected to return to pre-2007 levels.

"The downturn in retail sales -- coupled with declines across the fleet market -- also contributes to the overall reassessment of new-vehicle sales for 2008," said Bob Schnorbus, chief economist at J.D. Power and Associates. "Unfortunately, the current economic environment is fraught with uncertainty and risk, with the financial crisis, worsening oil prices, and weak housing and stock markets steadily impacting other sectors of the economy. As such, our revised forecast is better positioned to reflect the challenges automakers will face in the months ahead."

In the first quarter of 2008, sales are expected to average 15.2 million units, with sales in the second quarter falling to approximately 14.8 million units before beginning a slow rebound during the second half of the year and into 2009.

High homologation fee bothers BMW on 'Mini' plans for India  
MUNICH: The 200,000 euro fee that Indian authorities charge for homologating new car models for selling in India is bothering German luxury carmaker BMW, which wants to bring its small car model Mini in India by 2009.

"2009 is the 50th anniversary of Mini and we want to make it sure that the Indian customers also become a part of the celebration when we launch the model there. However, the homologation fee of 200,000 euros for a model is a big ask," BMW Group Senior Vice-President Kay Segler told visiting Indian reporters here.

Homologation is the process by which car models are checked if they complied with the Indian rules, regulations and safety standards and the Automotive Research Association of India (ARAI) conducts the process.

"When we consider a model like Mini, we have to keep in mind the costs. With the homologation fee so high we are constantly discussing within the group," he said, however, adding BMW was committed to launching the car in India.

He said the company, which had started a market feasibility study for launching the Mini in India, has received a good response from customers.

"Going by the response we get, we can assure we will not be selling Mini in small numbers in India," he added.

Asked about the possible pricing of Mini, he said it was difficult to predict, but the company which sells completely built unit in China priced it around the same price as its 3 series sedans.

In India, the 3 series are priced at Rs 27 lakh upwards.

Britain's trade minister has been granted special dispensation to be driven in a Jaguar, rather than a more environmentally friendly Toyota Prius.

Lord Jones was granted the exemption from a Government-backed initiative for MPs to use hybrid cars after successfully arguing that he should be driven in a British-built car.

A spokesman for the Prime Minister said: 'It was considered appropriate to make an exception because of his specific ministerial responsibility for promoting British exports.'

A spokesman for Lord Jones said: 'The decision followed the proper internal process. He specifically wanted a British-built car. Given the amount of driving he undertakes, it compares well on environmental factors.'

A Toyota Prius manages 65.7mpg and emits 104g/km of carbon dioxide. It has been reported that Lord Jones car will probably be a 2.0-litre diesel X-type, with economy of around 48mpg and emissions of 150g/km of carbon dioxide.

California is Organized to Promote Sales and Use of the Automobile  
Carpooling. Seems simple enough. We build the HOV lanes, so why is participation dropping? It is all about peoples ability to find a carpool partner. The government terms it rideshare matching.

We have State and Local governments that oversee problems of : Traffic Congestion, Air Pollution, Global Warming, High Oil Prices, and the expectation that Californian domestic crude oil will run dry in 26 years, which fuels War over Oil.

There is CalEPA, California Air Resources Board, California Climate Action Team, the various Air Quality Management Districts, Caltrans, California Energy Commission, National Guard, the various Metro/Regional Transportation Authorities, and of course our elected leaders.

So far, we are starting to look like we are in the 1970s again. The air is brown, traffic congestion continues to get worse, and oil prices are skyrocketing. Those were the ingredients that caused a Federal EPA take action and create carpooling programs. It was either that or even/odd day driving privileges.

Well, here we are 30 years later, but things have changed.

30 years later we have carpool lanes, but our government agencies are not supportive of using them for carpooling. In fact the support for carpooling is barely rhetoric at this point and it is unlikely that you would ever hear your elected officials talk about carpooling or promote it. So what has changed? The math of taxation.

Our leaders look at the taxation of the car as a means to balance budgets. And when our leaders are helping to protect the sale of cars (and even promote them) it really makes one pause to understand what all of the above mentioned agencies are really about.

In about 2000 as I was heavily involved in promoting events in Southern California, I came to realize that Friday Night is an entertainment dead zone in California. Most of us just want to get through traffic and get home. Of course our weekends suffer from traffic congestion also, and sadly, that is hurting small businesses in California. Also, during a short stint as an HR hiring manager, I came to realize the problems of traffic congestion with employment. The number one reason people would turn down a job is the commute through congested traffic, and that makes us less competitive globally. Over the years I tried to work with the metro.net system to get carpooling matches, and the results were always poor. So, it was time for me to take action. It was time to contact the elected officials. And that is when the game of pass the buck started.

I have found that we have a nicely segmented State, County, City and even Pseudo governments that have broken up and duplicated responsibilities for issues so that in the end, no one is accountable. It appears we have a government of the civil servant, by the civil servant, and for the civil servant.

I went to Caltrans, they told me to talk to the MTA. I contacted the MTA and got no response. I then contacted every elected official in the chain of relation of funding of Caltrans and the MTA. And they all passed the buck back to the MTA. In contacting the county supervisor Zev Yaroslavsky, I pressed the issue and was finally able to get a meeting with the people at the MTA responsible for Carpooling. Not Zevs office mind you. I never got a chance to meet with a single representative.

And along the way something funny had happened, I stumbled on to the fact that the Los Angeles MTA was downsizing their carpooling matching services and were essentially planning to use the Riverside Transportation Authorities carpool matching budget. FY2006 was the last year that the Los Angeles MTA provided budget line item to help people form carpools. That year, the budget was slashed to $367,000 out of a $4,200,000,000 budget. Less than 1/10000th of the budget is spent on helping people form carpools. And yet Roger Snoble has stated that at 1.3 riders per car there would be no traffic congestion.

The MTA is chartered to help relieve traffic congestion. So why the budget cuts to the program that helps people form carpools. Well MTA admits that at least 20% of their budget is from new car sales.

We build outrageously expensive HOV lanes in California. We are projected to spend $1Billion on a 10 mile stretch of a single carpool lane. Something stinks really bad.

Here is the deal. You cant borrow money unless you have a plan to pay it off. So when our government runs a deficit, they have to borrow money. They only way anyone will lend them money is if they can show they have a plan to get more revenue. And that is where cars come in. They cant raise income taxes; people would revolt. They cant raise sales taxes; people would revolt. They cant raise the tax on gasoline; people would revolt. But they can work to help car sales, and that increases the tax base.

Why are hybrids allowed in the carpool lane? Because the California Air Resources Board came up with a scheme to save their budget in a lean fiscal year. Go ahead, check the public records of CARB and you will see it in the minutes. They needed to save their own butt.

Why are we pushing the new HOT (read toll) lanes? Because people that can afford really nice cars might not buy them if they cant drive anywhere. So, where are going to get rid of the carpoolers and sell access. That will increase the sales of high end vehicles. Also, it is a voluntary tax to use the HOT lane. Just because those lanes are public property and will become off limits to the public.. who cares! As long as the tax revenue increases.

We simply live in a world where we want what we want and we want it cheap. When we apply that to the government, we find that the automobile is taxed to help cover the costs of unrelated tax burdens. And that is a problem. And when you look at all the agencies that are created and funded to mitigate the problems of too many cars on the road, you have to wonder who is benefiting from these actions. Not the commuter, and not our troops in Iraq.

The majority of Londoners are in favour of Mayor Ken Livingstone's decision to charge up to £25 for high-emissions vehicles within the congestion charge zone, according to a new survey.

The plans, due to come into force on October 27, will enable the Mayor to charge £25 for all cars that emit over 225g/km of carbon dioxide, while cars that give off less than 120g/km will be exempt from the charge.

The survey polled 1041 adults from the age of 16, and reveals that 61% of Londoners support the Mayor's congestion charge increase, with 29% opposing the move.

It also showed that 67% of Londoners supported the exemption for cars below the 120g/km threshold - such as the Volkswagen Polo Bluemotion - while 21% opposed the discount.

In addition, the survey also suggested that 65% of Londoners believe the new measures will be good for London, with 19% disagreeing.

Mr Livingstone said: 'This robust survey provides further clear evidence of the strong support from Londoners for these measures, with 61% behind the decision to charge £25 for gas-guzzlers. Moreover, 65% say that the overall policy is good for London'

Porsche still opposes plans

Despite the support, Porsche is still campaigning against the increased £25 charge. The Mayor attacked the sportscar maker, saying: 'Luxury car manufacturers such as Porsche should take the hint and put their energy into reducing the carbon emissions of their cars instead of pursuing pointless legal action against this ground-breaking policy.'

The German sports car manufacturer is applying for a judicial review to have Mr Livingstone's decision overturned, saying that the increased charge is 'unfair and disproportionate'.

Andy Goss, the managing director of Porsche GB, said 'Thousands of car owners driving a huge range of cars will be hit by a disproportionate tax which will have a very limited effect on carbon dioxide emissions'.

It may also damage sales for Porsche in the UK, as all the cars in their current range fall under the highest £25 charge.

Boris Johnson, the Conservative mayoral candidate suggested that 'Londoners use their cars because of the appalling state of the transport system - a big car tax won't change that'. However, he isn't backing Porsche's legal challenge.

SBI initiates fund-raising for Tata Motors  
MUMBAI: State Bank of India (SBI) led consortium will raise $ 3 billion loan by April for Tata Motors' acquisitions abroad including the $ 2-billion Jaguar and Land Rover deal.

Apart from SBI, the consortium will include leading entities like Citibank, Standard Chartered, BNP Paribas, JP Morgan, Tokyo Mitsubishi UFJ and Mizuho Financial Group, a source closely connected to the development said.

The country's largest lender is also in talks with two-three public sector banks to be a part of the consortium the source said.

"The amount will be raised through short-term bridge financing and the process is expected to be concluded by next month. We are in talks with 2-3 other public sector banks to be a part of the consortium," the source said.

SBI has emerged as the leading merchant banker in the country over the past two years and has sealed around 40 deals worth about $ 27-billion in 2007-08 contributing significantly to the bank's revenues.

Financers in the consortium will normally receive commissions in the range of 0.50-1 per cent of the deal amount but it may vary according to the period of funding and the amount to be raised, the source said.

Though he declined to divulge the amount financed by each member of the consortium, it is understood that each entity in the consortium would be contributing about $ 375 million (rpt) $ 375 million, sources said.

Stating that fair prices to farmers would mean higher prices for consumers, he said the interests of the poor will be protected, though it may result in higher subsidy outgo.

MONTREAL, - The Montréal Automobile Dealers

Corporation (MADC) is proud to announce a new partnership with Natural

Resources Canada (NRCan) designed to help raise awareness and better inform current and future generations of Automobile Sales Consultants about the different ways they can actively help consumers to choose the most fuel efficient vehicle that meets their needs while reducing their fuel consumption and subsequently, helping them to protect the environment.

As such, NRCan has developed a new information kit which focuses on vehicle fuel efficiency and environmental impact reduction. The kit will be made available to students who frequent each educational institution offering an automobile sales training program, in collaboration with the MADC.

This training program on vehicle fuel efficiency and environmental impact reduction will take place at the following institutions:

- Collège Marie-Victorin: A fifteen-week training program in car salesmanship, leading to an AEC (attestation d'études collégiales).

- The Ecole des métiers de l'informatique, du commerce et de l'administration (EMICA) de Montréal: A new training program entitled "DEP en vente-conseil", with a specialization in automobile sales.

- The MADC: An intensive training program in car salesmanship, consisting of a four-day in-class intensive course, followed by 16 extra hours of personal training over the Internet.

All students will be required to complete a brief evaluation survey on the subject.

Moreover, from March to June 2008, employees of various dealerships who are scheduled to take part in a variety of training seminars offered by the MADC will also be receiving this extra training. All of these people will therefore have a unique opportunity to broaden their horizons and learn a little more about vehicle fuel efficiency and environmental impact reduction.

Camouflage and disguise: Fight against prototype paparazzi  
BRADFORDSHIRE, UNITED KINGDOM - Camouflage and disguise are crucial when new model prototypes first leave the well-protected confines of the design studio or workshop and head out onto the test track or open road. Although a great deal of todays vehicle proving can be conducted in advance by computer simulation or on the test bench, there inevitably comes the day when all test results have to be validated, and the car must be released into its natural habitat the road.

Now its the turn of Insignia Vauxhalls new mid-size car that debuts at the British Motor Show on July 22nd to take to the public roads. With a highly attractive, completely new body line and sculptural design, Insignia is set to cause a sensation in its class but surprises only work if they are not revealed beforehand.

The team responsible for camouflaging prototypes began making their preparations for the test phase when the new car first progressed beyond computer simulations and clay models. Together with chief designers and engineers, the team established which of the cars characteristic lines should be kept hidden the longest from prototype paparazzi.

Together, they developed a faceliftfor the upcoming model that would disguise the prototypes as much as possible. One of the variants had an especially elegant, flowing rear section, for instance, so a pronounced spoiler was designed to mask it. A wooden model was built as a cast to form the plastic camouflage parts needed for around 200 test cars that have to be disguised in the run-up to series production.

Covers for other characteristic body components were also designed and produced using the same process. As always, the first prototypes were brought to a workshop in a particularly well protected area to be disguised as the initial test cars.

First faceliftshould make Insignia as ugly as possible

For this part of the camouflage operation, experts use special adhesive and foil, which ensures a smooth surface and remains flexible and tear-proof at temperatures ranging from minus 40 to plus 70 degrees Celsius. In other areas, the foil is shimmed with foam to change the cars contours. This adhesive material is also used to camouflage characteristic window lines.

Small, highly contrasting covers are fitted to obscure other prototype body surfaces. For years, the practice at Vauxhall/Opel was to use a black and white chessboard pattern, but this has now been replaced by Fishies, rounded, fish-shaped diamonds designed to confuse camera lenses and spying eyes. This disguising job will soon be done even better by Flimmies, a new type of camouflage whose pattern creates a flickering effect.

If it has Vauxhall logo, its definitely not a Vauxhall

Fixing false brand and identification marks to prototypes is a popular trick in the camouflage business. So a test car with a Vauxhall-like logo is most probably not a Vauxhall.

Headlamps and rear lights are especially difficult to disguise as vehicle licensing authorities stipulate that a cars even a prototypes cone of light, brake lights and all other exterior functions must meet legal regulations. Unfortunately, headlamps and rear lights are a popular means for designers to make the cars brand easily recognizable, and therefore must be well disguised. To do this, camouflage experts fit simple, round lights from an accessories shop to the rear of the car, and make special components for the headlamps.

Another challenge for camouflage experts is that disguising elements also need to be removable. For certain tests, such as acoustics or aerodynamics, any body styling parts are a hindrance, regardless of security. Thats why some automakers favour large wraparound covers that can be attached to the cars body with Velcro and lashing belts. Vauxhall opted for a different approach, as such large covers can come loose at high speeds, damaging the camouflage and endangering other road users.

Biggest obstacle in a perfect camouflage operation? People

The biggest potential compromise to camouflage operations is always going to be the technicians associated with the test car, which is why Vauxhall has a strict set of rules concerning prototypes. Rule 531 states that no camouflaged test car may stop in a public place, for instance, while the driver has a quick snack. A tarpaulin must also always be on board, as even Vauxhall prototypes sometimes breakdown during their test phase and must then be quickly covered over.

To protect plant secrets, prototypes are always accompanied by a second car on public roads, so help is always at hand if needed. Over long distances prototypes have to be transported in closed trucks, such as for test driving in Finland. In the past, resourceful graphers would all too often quickly lift up the trucks tarpaulin and snap some shots while the driver was taking a well-deserved break.

But why such an effort? In short, the automobile industry lives and breathes new cars, and this is of great interest to two particular groups: competitors and the media. While competitors want to react to new products as quickly as possible with their own innovations, for the media, the news of any new innovations is a valuable means of attracting readers or viewers.

One of the most important characteristic of a new car is its exterior design. It is the customers first impression of the car, it defines a brands appearance for the public, and often lets judgments be made about what possible technological innovations are concealed beneath the bodywork. Thats why shielding new body stylings from prying eyes has become an art form within the auto industry over past decades.

Prototype paparazzi: The nemesis of camouflage experts

The principal opponent of camouflage experts are specialist graphers called prototype hunters, or simply spies. The prototype paparazzi have a very good idea where the automobile industrys preferred test circuits are located around the world.

These graphers face increasing competition from amateurs who happen to capture an unknown car on their camera phones. Or then again maybe not, as some pictures that land on editors desks are of series-production models that are only unusual because they are not for sale in the graphers country, and therefore seem exotic or mysterious.

Professional graphs, on the other hand, can command five-figure sums, depending on brand, timing and image quality, and are the main income of a small, but highly specialized group known as shoppers. In the past, trained designers artistically adapted s of camouflage cars with crayons and India ink to form often very accurate images of the latest innovations. Nowadays, it is shop touch-up artists who try to create realistic images of these new models. To help them, they have prototype graphs and design concept cars, which automakers use to test public reaction at motor shows, and also to stir up anticipation of future series-production vehicles.

SBI led consortium to raise USD 3 bn loan for Tata Motors  
State Bank of India (SBI) led consortium will raise USD 3 billion loan by April for Tata Motors` (Q, N,C,F)* acquisitions abroad, including the USD 2-billion Jaguar and Land Rover deal, reports agency sources.

The consortium will include leading entities like Citibank, Standard Chartered, BNP Paribas, JP Morgan, Tokyo Mitsubishi UFJ and Mizuho Financial Group.

The bank is also in talks with two-three public sector banks to be a part of the consortium. The amount will be raised through short-term bridge financing and the process is expected to be concluded by next month.

Tata Motors gets $3 billion loan from Citi, JPMorgan: Source  
HONG KONG: Tata Motors Ltd has signed a deal to receive a $3 billion bridge loan from Citigroup and JPMorgan to help finance a potential purchase of luxury brands Jaguar and Land Rover, a source familiar with the deal said on Tuesday.

The source, who was not authorised to speak to the media on the matter, declined to provide further details including the duration of the loan, noting details had yet to be worked out.

"It is signed, but it's still at an early process," the source said. Bridge loans tend to be of short-term duration. Citigroup, JPMorgan and Tata Motors all declined to comment. Tata is expected to agree on a deal by the end of the month to purchase the two well-known UK brands from US auto maker Ford Motor, according to media reports in India.

Tata could raise up to $4 billion on domestic and overseas debt markets, based on its previous announcements and media reports. Tata is believed to also need money to help pay for the manufacturing of the world's cheapest car, or the Nano, that it will launch in the second half of the year.

But Tata will face a tough debt market environment, as a global financial crisis has raised the premiums demanded by investors, especially from riskier Asian issuers. Standard & Poor's placed Tata Motors on review for a possible downgrade in January from its current high-yield "BB+" rating, citing the potential increase in its debt load from the acquisition of the venerable Jaguar and the Land Rover brands.

Investors have also worried about the amount of leveraged loans being held by US lenders, which had in previous years helped finance a boom in mergers and acquisitions by lending the money to acquirers and then selling off these loans to other investors.

Investors are eagerly awaiting quarterly earnings results from US financial firms, including Lehman Brothers and Goldman Sachs later on Tuesday, for further clues about soured debt holdings in the sector. JPMorgan on Sunday had announced it would buy stricken Bear Stearns for only $2 a share, valuing the US investment bank at about $236 million in a bailout that had received partial backing from the Federal Reserve.

From today, motorists will be allowed to drive on certain sections of the hard shoulder on the M42 at up to 60mph.

The 'active traffic management' scheme had previously allowed a maximum speed of 50mph.

The Government has given the green light to the plans after a study showed that there would be no significant reduction in road safety levels. It was also suggested that the plans could help reduce congestion at busier times of day.

Tom Harris, the Roads Minister, said 'hard shoulder running has proven to be a powerful congestion-tackling tool and we've announced our intention to develop similar schemes on the M1, M6 and M62.

'We don't want to slow motorists unnecessarily,' he added, 'and we will closely monitor the impact of the increased speed limit on both journey times and driver behaviour'.

The increased speed limit will operate on a 2.5mile southbound stretch of the M42 between junctions 4 and 3A.

The minimum driving age must be raised from 17 to 18 to stop young people 'killing themselves and others', according to a report from the House of Commons transport committee.

The committee also wants learner drivers to have their lessons over the course of a year before taking their driving tests, as well as a total alcohol ban for new drivers.

The report added that novice drivers should be banned from carrying passengers between the age of 10 and 20 late at night.

Government figures show that a third of deaths on the road involve a driver between the age of 17 and 25, even though the age bracket accounts for just one in eight of all full licence-holders.

The chairman of the transport committee, Gwyneth Dunwoody, MP for Crewe and Nantwich, said 'The reality is that we aren't talking about people having the odd crunch but people killing themselves and killing others'

The Government has said that it would not rule out the proposals.

Tesla begins production  
The Tesla will reach 125mph on its lithium-ion batteries

Production of the long-awaited Tesla sports car has began in California.

Ze'ev Drori, president and CEO of Tesla Motors, made the announcement on his blog. In it, he said: "This is an important milestone for the company and a watershed for the new era of electric vehicles."

The company plans to make over 100 Roadsters a month by early next year from its San Carlos base - but the first 900 cars have already been sold. However, orders can be made for 2009.

The electric roadster, which is based on the lightweight engineering of a Lotus Elise, costs £50,000, has a 0-60 acceleration time of four seconds and will reach 125mph. It can last for a claimed range of 200 miles before needing a recharge of four hours.

"Others only talk about their future [zero emission] plans... Teslas's remarkable achievement validates the vision, ingenuity, hard work and commitment of Tesla's employees," adds Drori.

In 2010, the company hopes to add a second model to its Electric Vehicle range by producing a five-seat sports saloon.

The Highways Agency has pledged to do all it can to ease traffic congestion over this weekend's Easter break.

It says that it is removing almost two-thirds of roadworks from Englands motorways and major roads in time for the holidays.

As a result, 38 sets of roadworks will be completed and a further 47 will be suspended between 6am on Thursday, March 20 and midnight on Monday, March 24. Roadworks at 43 locations will remain in place, however.

The Highways Agency is also encouraging road users to avoid unnecessary breakdowns and delays by checking their route before they travel, carrying out routine safety checks and making sure their vehicle is topped up with fuel.

Saab seems to be taking a page from that playbook with the launch at pre-2008 New York Auto Show festivities of its Pure BioPower Eco Clothing Collection.

The automaker linked the debut of the eco-friendly clothing line even the buttons are made from Coroso nuts, it noted to the North American debut of the Saab 9-X BioHybrid concept. The Swedish automaker said the fashions were designed in partnership with the Swedish clothing design firm Reflective Circle.

"When Saab decided to launch a clothing collection, we wanted to do it in cooperation with someone who shares our mindset," said Knut Simonsson, Saab Automobile AB global brand and sales operations executive director. "This partnership is not only about design or fashion, it's also about having the same ambition: pushing an industry by innovating where others see conflict."

Saab said the clothing is made from "100 percent ecological/organic cotton." The collection debuts with such items as T-shirts, button-down shirts and a tennis shirt. All items in the first collection will be available in late May for online purchase.

Tesla Motors Kicks Off "Regular Production" of 2008 Roadster  
SAN CARLOS, California Production of the 2008 Tesla Roadster began on Monday, and its top executive described the milestone as "a watershed for the new era of electric vehicles." But there was a bit of a caveat amid all the champagne popping.

"While this is an important milestone for the company and a watershed for the new era of electric vehicles, we still have a lot of work to do," wrote Ze'ev Drori, president and CEO of Tesla Motors in his corporate blog on March 17. "Our key focus with the roadster will be on gradually ramping up our production in a deliberate and controlled manner, reaching a rate of over 100 roadsters per month early next year."

In a separate statement, the electric-car startup reported that the 2008 model-year roadster is sold out. "Tesla is currently taking reservations for the 2009 model-year Tesla Roadster," it said. "To date, over 900 Tesla Roadsters have been reserved in total. Through the course of development of the roadster, Tesla Motors has established a leadership position in EV technology which it plans to extend over the next years, leading to the introduction of its next model, a five-passenger sport sedan, in 2010."

Curiously, as of Tuesday morning, there was no reaction to the news of the production start of the roadster from Martin Eberhard, the deposed co-founder of Tesla Motors. In a January 7 posting, Eberhard's Tesla Founders blog criticized the roadster as "a high-priced and impractical sports car." He also said that he planned to start a new company, possibly even a rival electric-car company.

As if to underscore the progress that Tesla Motors has made under its new regime, Drori's blog ticked off the company's milestones beyond that of the start of production. "Since my previous communication, we have obtained all the required regulatory approvals for the sale of the roadster in the U.S. and delivered the first production Tesla Roadster," he said. "We also set at that time a date of March 17, 2008, for the start of regular production of the roadster. I am pleased to report to you that we have met this commitment and have begun regular production."

Drori noted that "our attention is expanding into the sales and service arena marked by the opening of our Los Angeles store and Menlo Park store in the near future."

The start of production of the Tesla Roadster hit several roadblocks, from the dramatic change in leadership to problems with the car's transmission. Tesla Motors said in the past that the transmissions in the production vehicles will need to be upgraded at a later date, free of charge.

Tesla Motors describes its $100,000 Roadster "as the only highway-capable production electric car of any kind for sale in the United States." Although there is currently no Tesla Roadster listing under electric vehicles on the EPA's Web site, the company says it gets the equivalent of 135 mpg.

Lexus Announces Pricing on 2008 Pebble Beach RX 350 and ES 350 Limited Editions  
TORRANCE, California Lexus has announced pricing for its upscale Pebble Beach Collection ES 350 and RX 350 special-edition packages. The base ES 350 Pebble Beach Edition, which debuts this month, starts at $38,755, including a $765 destination charge. The base RX 350 Pebble Beach Edition with front-wheel drive starts at $42,045, including destination. It is on sale now.

The special edition package adds $4,170 to the price of the ES 350 and $3,880 to the price of the RX 350, Lexus said.

Pricing has yet to be announced on the Lexus LS 600h L Pebble Beach Edition, which is slated for a fall debut.

Previously, Toyota's upscale brand only made the Pebble Beach Edition package available on the SC 430, one of the more expensive vehicles in its lineup.

The RX 350 package adds such cosmetic touches as 18-inch wheels and chrome grille, a color-keyed spoiler and special badging and interior trim. The ES 350 Pebble Beach Edition has seven-spoke 17-inch wheels with a liquid graphite finish. The cabin gets semi-aniline leather and a wood-and-leather steering wheel.

Fight against prototype paparazzi  
BRADFORDSHIRE, UNITED KINGDOM - Camouflage and disguise are crucial when new model prototypes first leave the well-protected confines of the design studio or workshop and head out onto the test track or open road. Although a great deal of todays vehicle proving can be conducted in advance by computer simulation or on the test bench, there inevitably comes the day when all test results have to be validated, and the car must be released into its natural habitat the road.

Now its the turn of Insignia Vauxhalls new mid-size car that debuts at the British Motor Show on July 22nd to take to the public roads. With a highly attractive, completely new body line and sculptural design, Insignia is set to cause a sensation in its class but surprises only work if they are not revealed beforehand.

The team responsible for camouflaging prototypes began making their preparations for the test phase when the new car first progressed beyond computer simulations and clay models. Together with chief designers and engineers, the team established which of the cars characteristic lines should be kept hidden the longest from prototype paparazzi.

Together, they developed a faceliftfor the upcoming model that would disguise the prototypes as much as possible. One of the variants had an especially elegant, flowing rear section, for instance, so a pronounced spoiler was designed to mask it. A wooden model was built as a cast to form the plastic camouflage parts needed for around 200 test cars that have to be disguised in the run-up to series production.

Covers for other characteristic body components were also designed and produced using the same process. As always, the first prototypes were brought to a workshop in a particularly well protected area to be disguised as the initial test cars.

First faceliftshould make Insignia as ugly as possible

For this part of the camouflage operation, experts use special adhesive and foil, which ensures a smooth surface and remains flexible and tear-proof at temperatures ranging from minus 40 to plus 70 degrees Celsius. In other areas, the foil is shimmed with foam to change the cars contours. This adhesive material is also used to camouflage characteristic window lines.

Small, highly contrasting covers are fitted to obscure other prototype body surfaces. For years, the practice at Vauxhall/Opel was to use a black and white chessboard pattern, but this has now been replaced by Fishies, rounded, fish-shaped diamonds designed to confuse camera lenses and spying eyes. This disguising job will soon be done even better by Flimmies, a new type of camouflage whose pattern creates a flickering effect.

If it has Vauxhall logo, its definitely not a Vauxhall

Fixing false brand and identification marks to prototypes is a popular trick in the camouflage business. So a test car with a Vauxhall-like logo is most probably not a Vauxhall.

Headlamps and rear lights are especially difficult to disguise as vehicle licensing authorities stipulate that a cars even a prototypes cone of light, brake lights and all other exterior functions must meet legal regulations. Unfortunately, headlamps and rear lights are a popular means for designers to make the cars brand easily recognizable, and therefore must be well disguised. To do this, camouflage experts fit simple, round lights from an accessories shop to the rear of the car, and make special components for the headlamps.

Another challenge for camouflage experts is that disguising elements also need to be removable. For certain tests, such as acoustics or aerodynamics, any body styling parts are a hindrance, regardless of security. Thats why some automakers favour large wraparound covers that can be attached to the cars body with Velcro and lashing belts. Vauxhall opted for a different approach, as such large covers can come loose at high speeds, damaging the camouflage and endangering other road users.

Biggest obstacle in a perfect camouflage operation? People

The biggest potential compromise to camouflage operations is always going to be the technicians associated with the test car, which is why Vauxhall has a strict set of rules concerning prototypes. Rule 531 states that no camouflaged test car may stop in a public place, for instance, while the driver has a quick snack. A tarpaulin must also always be on board, as even Vauxhall prototypes sometimes breakdown during their test phase and must then be quickly covered over.

To protect plant secrets, prototypes are always accompanied by a second car on public roads, so help is always at hand if needed. Over long distances prototypes have to be transported in closed trucks, such as for test driving in Finland. In the past, resourceful graphers would all too often quickly lift up the trucks tarpaulin and snap some shots while the driver was taking a well-deserved break.

But why such an effort? In short, the automobile industry lives and breathes new cars, and this is of great interest to two particular groups: competitors and the media. While competitors want to react to new products as quickly as possible with their own innovations, for the media, the news of any new innovations is a valuable means of attracting readers or viewers.

One of the most important characteristic of a new car is its exterior design. It is the customers first impression of the car, it defines a brands appearance for the public, and often lets judgments be made about what possible technological innovations are concealed beneath the bodywork. Thats why shielding new body stylings from prying eyes has become an art form within the auto industry over past decades.

Prototype paparazzi: The nemesis of camouflage experts

The principal opponent of camouflage experts are specialist graphers called prototype hunters, or simply spies. The prototype paparazzi have a very good idea where the automobile industrys preferred test circuits are located around the world.

These graphers face increasing competition from amateurs who happen to capture an unknown car on their camera phones. Or then again maybe not, as some pictures that land on editors desks are of series-production models that are only unusual because they are not for sale in the graphers country, and therefore seem exotic or mysterious.

Professional graphs, on the other hand, can command five-figure sums, depending on brand, timing and image quality, and are the main income of a small, but highly specialized group known as shoppers. In the past, trained designers artistically adapted s of camouflage cars with crayons and India ink to form often very accurate images of the latest innovations. Nowadays, it is shop touch-up artists who try to create realistic images of these new models. To help them, they have prototype graphs and design concept cars, which automakers use to test public reaction at motor shows, and also to stir up anticipation of future series-production vehicles.

BMW may launch 'green' brand  
The new X6 uses a petrol-electric hybrid system

German manufacturer BMW could launch an all-new environmental brand within the next seven years.

Nicknamed 'Project i', which stands for innovation, the company is working on a car specifically designed for driving in cities.

Norbert Reithofer, BMW chairman, said: "The task of the 'Project i' team is to present specific solutions in the first half of the next decade... We have decided to focus on a wide range of technological options."

It's not yet clear which alternative technology the new car would use, but Reithofer hinted at a battery-powered car.

"An electric motor is an option we are looking into. The technology is now sophisticated enough to offer driving pleasure," he added.

A decision will be taken this year on the drive system and the design.

The 'Project i' team is also looking at mobility projects and to what extent people will be able to get around individually given traffic and emissions restrictions in big cities.

BMW's recent 'green' cars include a 7-Series powered by hydrogen and the X6 ActiveHybrid, a petrol electric crossover unveiled at the Frankfurt Motor Show last year.

The company's H2R specially designed hydrogen car also holds nine speed records for internal combustion powered vehicles using hydrogen.

JBM Auto enters into JV with Italian firm  
JBM Auto on Monday said it has entered into a joint venture agreement with Italy-based Magnetto Automotive SPA for manufacturing body structures for four wheeler original equipment manufacturers (OEMs) in Pune region.

A new joint venture company has been incorporated in the name of JBM Magnetto Automotive Pvt Ltd and facilities are established at Chakan in Maharashtra, the company said in a filing to the Bombay Stock Exchange.

JBM Auto along with the Italian firm would manufacture welded parts and sub systems for four wheeler OEMs in Pune region namely TATA, Fiat TATA and Volkswagon group, it added.

Magnetto SPA is a major supplier of upper and lower body structures, inner and outer panels, doors and Lid systems.

The company said it has entered into another JV agreement with Sandhar Technologies to form a consortium for operating and maintaining the tool room and technical service centre of Pithampur Auto Clusters Ltd (PACL).

Consortium of JBM Auto and Sandhar Technologies Ltd has been awarded the work of operating and maintaining the tool room and technical service centre of PACL at Indore.

Honda Hustles To "Clear up Misperception" About Female "Paper Drivers"  
DETROIT After some negative reaction to the news last week that Honda has been distributing a pamphlet in Japan that teaches women how to park and "pump gas by yourself," the Japanese automaker contacted Inside Line to try to explain itself.

"I wanted to provide you with some background information on the genesis of this manual, as I believe it will clear up the misperception which has apparently arisen from simply hearing the title of the pamphlet," said David Iida, Honda spokesman, in an e-mail sent Monday. The Honda pamphlet in question is entitled Driving Manual for Japanese Women.

"Having lived and driven in Japan for 20 years I can say firsthand that driving in Japan can be extremely stressful and can assure you that Honda does not intend in any way to undermine or disparage the driving of Japanese women through the publication of this manual," Iida said in his 557-word explanation of the thinking behind the publication.

In what amounts to an interesting analysis of the cultural mores and transportation system of Japan, Iida said that some women in Japan are little more than "Paper Drivers." He said these are individuals who "have documentation which permits them to legally drive, but don't actually exercise that right. Due to high traffic congestion, narrow roads and small parking spaces, many people experience a high degree of anxiety when they think about starting to drive again after not having driven a car for many years. The percentage of women 'Paper Drivers' who have expressed this concern to Honda is especially high."

Iida also noted that "many women have complained that instruction manuals for cars read like encyclopedias or some other reference text" and explained: "In response to this, Honda has designed this new manual to address the specific topic areas that women have most frequently contacted Honda about for information and includes material dealing with suggestions for pregnant women and driving safety advice when driving with infants in a vehicle."

Lotus Exige GT3 Makes Race Debut in Australia - but Trips  
MELBOURNE, Australia It's called the world's fastest Lotus, but lack of testing meant the Lotus Exige GT3 just didn't measure up to that claim in the 2008 GT Championship support races at the Australian Formula 1 Grand Prix over the weekend.

With driver Angelo Lazaris at the wheel, the Exige GT3 came into the event under-prepared and with no testing to clear out the cobwebs. Teething problems with the new 1.8-liter engine saw a switch to last year's power plant. The eventual race results told the story, with Lazaris finishing in the middle of the field.

Based on the European racecar that competed in the FIA GT3 category, the Exige GT3 is fitted with extreme aerodynamic aids and a highly developed 1.8-liter engine based on the same unit in the Exige S road car.

Lotus Sport U.K. developed the car following its victory in the 2006 British GT3 Manufacturers Championship. Two major changes were necessary to keep the car competitive for the 2007 season: the reduction of high-speed drag, and achieving more power than the 350 horsepower and 225 pound-feet of torque from the 1.8-liter four-cylinder engine.

Lotus Engineering's work on the 1.8-liter VVTL-i four-cylinder Toyota 2ZZ-GE engine has been pushing the boundaries of just what is attainable from a production road car engine. It has evolved from 189 to 252 hp as fitted to the road-registrable (U.K.) Lotus 2-Eleven, now peaking at a massive 350 hp in 2007 GT3 specification. That's an 89 percent increase over the base spec, and a colossal 198 hp per liter.

In comparison, a Porsche 997 GT3 generates 111 hp per liter, and the Aston Martin DBRS9 achieves 83 hp per liter in race trim. A Holden Commodore SS road car produces just 60 hp per liter.

USA TODAY and NADA Name Winner of Dealer Innovation Award  
MCLEAN, Va., -- USA TODAY and the National Automobile Dealers Association will present the 2007 Dealer Innovation Award today to Jim Hand, president of Hand Motors in Manchester Center, Vt. Hand was selected from four finalists as the national winner of the annual award.

The USA TODAY Dealer Innovation Award, conducted in association with NADA, recognizes dealers who have taken a leadership role by implementing effective initiatives at the dealership to save energy, reduce utility costs and help protect the environment.

Hand Motors expects to save about $30,000 a year in energy costs through its "reduce, recycle and carbon-offset program" initiatives. The dealership heats its new, 11,200 sq. ft. service shop with 100 percent waste motor and vegetable oil, at no cost to the dealership. In fact, the dealership saves more than $15,000 per year by not having to buy standard heating oil.

To neutralize its carbon footprint, the dealership purchases energy credits from a renewable energy company in Vermont that is financing the construction of wind energy projects to deliver clean, renewable energy to the grid. Additionally, through a state-subsidized electricity reduction and incentive initiative, new lighting fixtures were installed throughout Hand Motors in August 2007. Based on records from September-December 2007 vs. the same four months in 2006, the dealership used 9,100 less kilowatt hours per month, resulting in a 31-percent reduction in electricity costs. The dealership expects to save $10,000 a year through this initiative.

Other initiatives include: the use of motion detectors at the dealership and in vending machines to reduce electricity use; and programmable thermostats to reduce propane use. And Hand Motors serves as a community recycling point for plastics, batteries and compact fluorescent light bulbs.

The Dealer Innovation Award will be presented to Hand by USA TODAY and NADA at a special awards ceremony today held in conjunction with the New York International Auto Show.

So close, so far  
Damn those Eurocrats and their pesky red tape.

This is the new Hyundai Genesis Coupe, set to be unveiled at the New York Auto Show this week in a blaze of distinctly un-Hyundai-ish excitement.

But we might not see it in the UK. Boo. Insiders say that European crash legislation may make it impossible to sell the Genesis Coupe over here - the car is set to debut in Korea and the US - despite the guys at Hyundai UK being seriously keen to make it happen.

We hope it does. With clean Lexus-esque lines and those neat side creases, the Genesis Coupe has remained faithful to the concept we saw in November. Despite it not having that slatted carbon fibre bonnet - that we didn't expect to stick around anyway - it's a good-looking thing.

The thought of a 310bhp V6 driving the rear wheels makes us even happier. That'll be the top-of-the-range engine until the 435bhp 4.6-litre V8 from the Genesis saloon arrives later in the year, but it'll do for a start.

Expect a 5.5-second 0-60 time, a top speed of around 150mph and plenty of driving fun thanks to a rear-axle limited slip diff and a neat six-speed manual.

It shouldn't cost too much, either. Hyundai says the Genesis Coupe will be the most affordable 300bhp-plus car on the market, so expect prices way beneath the class-benchmark Audi TT - especially when the more modest four-pot turbo engine joins the line-up.

See why we want it in the UK? Hyundai has hinted that we could see a handful of Genesis Coupes arriving under Single Vehicle Approval, but we want more.

Armand Batteux, president of the French component manufacturers association FIEV, told yesterdays Tribune newspaper that his members collective turnover dropped between 3% and 4% last year, slightly less than the 5.3% year on year decline in French vehicle assembly in 2007 thanks to component exports, notably to OEMs in Germany. Excluding Toyotas plant at Onnaing, production from French plants (PSA and Renault) was down by 8.4%.

FIEV is expecting a slight upturn in domestic-market business this year, but M. Batteux expects the French CO2-linked vehicle taxation regime to weaken the value of suppliers sales per unit, and to favour imports of small cars produced outside France, such as the Citroen C1/Peugeot 107/Toyota Aygo, and Renault Twingo. French suppliers employed 124 000 people between them in 2005, a figure M. Batteux expects to decline to 110,000 by 2009.

Ricardo Establishes Center for Development of Battery Systems for Hybrid and...  
VAN BUREN TWP., Mich, -- Ricardo, Inc., a leading independent engineering firm specializing in total vehicle fuel economy and efficiency, has announced the establishment of the Battery Systems Development Center at its Van Buren Twp., Michigan, headquarters to offer turnkey engineering and development of complete high-voltage battery-pack systems for hybrid (HEV), plug-in hybrid (PHEV) and electric vehicles (EV). The center will feature three lithium-ion (Li-Ion)-capable development chambers, large HEV/EV-capable battery cyclers and equipment to facilitate the development of battery systems in simulated vehicle environments. The Battery Systems Development Center will be used to validate Ricardo's design, analysis and simulation of advanced high-power battery packs. This, combined with the company's pack/vehicle integration, hybrid transmission development and vehicle development capabilities, puts Ricardo in a unique position of being able to provide turnkey vehicle battery systems development.

The Battery Systems Development Center, projected to grow to a staff of 32, will focus on engineering complete Li-Ion and nickel-metal-hydride (NiMH) battery-pack systems (as opposed to the development of battery cells, which is the domain of cell manufacturers).

"There are critical items to address, such as control algorithm robustness, accurate state-of-charge estimation, fault-tolerance design, thermal management optimization, shock and vibration robustness and cost management," said Wayne Thelen, Ricardo's Chief Engineer for Advanced Technology. "Ricardo has the engineering expertise to meet these challenges. Our TVFE simulation, control, and optimization capabilities are extremely accurate in setting the parameters for battery-pack design. The development chambers will validate these designs in real-world tests, assuring maximum performance and efficiency in this important new technology."

Prototype pack systems will undergo exhaustive development in three specially built development chambers equipped with robust safety and filtration systems. Each will feature high-capacity EV/HEV-capable battery cyclers, high-voltage instrumentation, hardware-in-the-loop systems and other equipment to enable the development of battery systems in simulated vehicle environments. Once a battery pack design is verified in a safe, simulated environment, the battery system can be integrated into and further developed on a vehicle in Ricardo's adjoining garage facility. The first chamber is scheduled to be commissioned by mid-summer 2008.

ArvinMeritor Expects Strong Financial Performance in the Second Quarter of Fiscal...  
TROY, Mich., -- ArvinMeritor, Inc. announced today that operational improvements and Performance Plus savings in the second quarter of fiscal year 2008 are overwhelming adverse market conditions in North America.

As a result, the company expects to report quarterly results that are significantly better than the first quarter of fiscal year 2008 and the same period a year ago -- subject to any unusual events that may occur prior to the closing of the quarter, such as an unfavorable resolution of a current legal and commercial dispute with a light vehicle customer.

Specific factors driving the anticipated improvement in the second quarter include cost reductions in direct material, overhead and labor and burden; increased throughput in the company's European facilities resulting from improved operational performance; higher sales of military and off-highway vehicles and a lower tax rate. The company expects the favorable second quarter results to be slightly offset by rising steel prices.

ArvinMeritor also announced that through the end of February 2008, it had implemented initiatives associated with its Performance Plus profit improvement program that will reduce costs by $75 million per year on a run- rate basis.

The company reiterated that it anticipates earnings from continuing operations for fiscal year 2008 to be in the range of $1.40-$1.60 per diluted share, before special items, and free cash flow to be in the range of $75 million to $100 million outflow.

ArvinMeritor will release its second-quarter results for fiscal year 2008 on April 29, 2008.

Tata's JLR deal likely on March 26: Report  
LONDON: Indian conglomerate Tata group's much-awaited acquisition of luxury car brands Jaguar and Land Rover is expected to be announced on Wednesday next week in a deal worth about one billion pounds, a media report said on Tuesday.

"Next Wednesday, March 26, is when insiders say Ford and Tata will unveil a memorandum of understanding confirming the deal, believed to be worth one billion pound," an international media report said.

The report, however, added that full details of a final deal might not be released until the second quarter of the year.

"The agreement was expected this week but now seems to have been delayed until after Easter (March 23)," it added.

Ford and Tata had said in a joint statement in January that Indian firm has been selected the preferred bidder for the sale of Jaguar and Land Rover and the two companies would proceed with detailed discussions about a potential deal.

Tata Motors is currently in the process of arranging funds for the deal.

On March 11, Tata Motors had announced that it would raise up to Rs 4,000 crore through issue of securities in domestic and foreign markets to part-fund its strategic business plans, including acquisitions and expansion.

Tuner Special: ART Mercedes G55  
NUREMBERG, Germany Tuner ART does one thing: make Mercedes-Benzes better. In nine years, the company has cranked out more than a thousand modified parts for Mercedes; its latest project is a fully tricked-out G55 AMG.

ART has ramped up the G's output by 100 horsepower to make the V8 crank out 580 hp with the help of a supercharger and revised engine management system. It has also added a sport exhaust system with four 80mm ports and a high-flow air filter.

ART left almost no aspect of the exterior untouched, adding xenon headlights, front and rear spoilers, new taillights, a new hood, a brush guard, a cable winch, fender flairs, running board lights, a full body kit and, of course, those obligatory 22-inch 10-spoke rims.

The fully decked-out interior is resplendent with wood, leather and carbon fiber along with customized carpet and window curtains and an ART-logo steering wheel. Customers can specify their desires for the visor, armrests, seats, lights and sound system.

Japan car makers say may see yen impact next year  
TOKYO, - Japanese automakers will start to feel the impact from the second half of the next business year if the yen remains strong, the head of an auto industry group said on Wednesday.

Lotus begins series production of 2008 Tesla Roadster  
Regular production of the 2008 Tesla Roadster commenced yesterday on behalf of Tesla Motors at Lotus Hethel factory, marking a milestone for Tesla Motors, whose first product, following two years of development, the electric Lotus Elise-based car is. The 2008 model year is sold out (at prices starting at $98,000) and Tesla is currently taking reservations for the 2009 model year Tesla Roadster. To date, over 900 Tesla Roadsters have been reserved in total.

Tesla Motors plans the introduction of its next model, a five passenger sports saloon to be assembled in the US in a new Tesla plant, in 2010.

Ze'ev Drori, Tesla Motors President and CEO, said, While this is an important milestone for the company and a watershed for the new era of electric vehicles, we still have a lot of work to do. Our key focus with the Roadster will be on gradually ramping up our production in a deliberate and controlled manner reaching a rate of over 100 Roadsters per month early next year.

Tesla has also announced a deal to provide ESSes for the Norwegian EV manufacturer TH!NK, and CEO Zeev Drori says in his website blog, I can now admit that Tesla Energy Group exists as an entity within Tesla Motors Inc. Tesla Energy Group is a group within Tesla Motors, Inc. created to allow us to design and sell Energy Storage Systems (ESSes) to other companies.

Tesla has been researching ways to overcome the fire hazards of a battery pack containing a large number of lithium ion cells. Drori says, We began to understand the problem more than a year before the famous Sony/Dell fiasco, and we set a corporate requirement that no such cell failure would lead to thermal propagation in our ESS.

We went through something like seven generations of design before we had what we consider to be a good, safe, reliable design,adds Drori. We validated this design with outside testing laboratories, and we demonstrated safety to the various cell manufacturers to convince them that they were not at undue risk of liability were they to sell us cells. We soon will demonstrate overall ESS safety in a series of UN-mandated tests so that we can ship production ESSes (and cars) over the ocean. We also recently performed the 50 mph rear-end crash test pursuant to FMVSS-305 compliance, which also is primarily concerned with battery safety.

The optimized interior package long (2550mm or 100.4 inches) wheelbase yields class-leading comfort, handling, and ride quality. i MiEV Sport: Sports power

The i MiEV Sport concept, making its North American debut in New York, maximizes the sporty possibilities of the zero-emissions electric vehicle.

The i MiEV Sport concept is a coupe variation on the i MiEV with a "fastback" roofline with a strong performance bias, leveraging the electric vehicle's natural advantages for a performance payoff. The Sport is constructed using a rigid lightweight aluminum frame that helps improve performance and range. The rear mid-ship layout (like the i MiEV) optimizes interior space and ideally situates the drivetrain's electrical components to maximize handling. In the interest of improved on-road capability, the i MiEV Sport's powertrain utilizes multiple electric motors. Two 20 kW electric motors, one built into each front wheel, work together with a single, powerful 47 kW motor that drives the rear wheels. Power output, traction and braking at all four wheels are controlled by the S-AWC (Super All-Wheel Control) system which integrates the ABS and ASC (Active Stability Control) systems to provide outstanding control and handling. For this electric vehicle application, a new E-AYC (Electronic Active Yaw Control) produces the same torque vectoring characteristics as the Lancer Evolution's AYC to give the vehicle playful road manners while maximizing stability and control.

The advanced, futuristic i MiEV Sport concept is also environmentally thoughtful in function and design. While a light green pearlescent exterior evokes thoughts of nature, the heat-absorbing window glass improves the efficiency of the air conditioning and low-drain LEDs are used throughout the vehicle including the rear combination lamps and interior lighting. An auxiliary voltaic generator on the roof makes effective use of solar energy; turbines in the front grille harness wind power; regenerative brakes capture motive power. The interior styling is clean, simple and fluid, allowing the driver to feel at home in this sporty, zero-emissions electric vehicle.

Concept-cX

In addition the trio of "i" minicars, the Concept-cX will appear at the New York International Auto show. The Concept-cX showcases a forward-thinking small SUV design that offers high levels of road and environmental performance with a newly developed 1.8-liter clean diesel engine mated to a Twin Clutch SST (Sport Shift Transmission). With its high seat position providing a wider field of view and its split tailgate giving easy access to the luggage compartment, the Concept-cX offers enhanced safety, utility and convenience. The interior is a nod to the modern with a mix of black and white with warm brown leather accents. A clean, sophisticated IP allows the driver enjoyment in an appealing, comfortable environment. Energy-absorbing materials are used throughout the vehicle, including the lower bumper, to increase the ability to restore its form after minor collisions. The Mitsubishi Concept-cX is a small soft-roader for on-road use that combines a high level or utility, fuel economy and driver enjoyment.

New Additions to the Lancer Lineup - the Grown-up Compact Evolves

Also on display will be Mitsubishi's latest additions to the compact Lancer series, the high performance Lancer Evolution, the 2009 Lancer GTS 2.4 and the turbocharged Lancer Ralliart, showing how much fun can be squeezed into a smaller sedan. Building off the success of the redesigned 2008 Lancer, the 2009 Lancer GTS boasts a new 2.4L engine and combines a sport-tuned suspension with 18-inch wheels, 215/45 R18 tires and large 4-wheel disc brakes. Powered by a new 2.0-liter DOHC MIVEC intercooled and turbocharged engine that boosts an estimated 235 horsepower, the Lancer Ralliart offers a medium between the Lancer GTS and the Lancer Evolution. Set to arrive at dealerships in the summer of 2008, the Lancer Ralliart will also feature a Twin Clutch-SST gearbox and a full-time 4WD driveline with Active Center Differential (ACD).

Camouflage and disguise: Fight against prototype paparazzi  
BRADFORDSHIRE, UNITED KINGDOM - Camouflage and disguise are crucial when new model prototypes first leave the well-protected confines of the design studio or workshop and head out onto the test track or open road. Although a great deal of todays vehicle proving can be conducted in advance by computer simulation or on the test bench, there inevitably comes the day when all test results have to be validated, and the car must be released into its natural habitat the road.

Now its the turn of Insignia Vauxhalls new mid-size car that debuts at the British Motor Show on July 22nd to take to the public roads. With a highly attractive, completely new body line and sculptural design, Insignia is set to cause a sensation in its class but surprises only work if they are not revealed beforehand.

The team responsible for camouflaging prototypes began making their preparations for the test phase when the new car first progressed beyond computer simulations and clay models. Together with chief designers and engineers, the team established which of the cars characteristic lines should be kept hidden the longest from prototype paparazzi.

Together, they developed a faceliftfor the upcoming model that would disguise the prototypes as much as possible. One of the variants had an especially elegant, flowing rear section, for instance, so a pronounced spoiler was designed to mask it. A wooden model was built as a cast to form the plastic camouflage parts needed for around 200 test cars that have to be disguised in the run-up to series production.

Covers for other characteristic body components were also designed and produced using the same process. As always, the first prototypes were brought to a workshop in a particularly well protected area to be disguised as the initial test cars.

First faceliftshould make Insignia as ugly as possible

For this part of the camouflage operation, experts use special adhesive and foil, which ensures a smooth surface and remains flexible and tear-proof at temperatures ranging from minus 40 to plus 70 degrees Celsius. In other areas, the foil is shimmed with foam to change the cars contours. This adhesive material is also used to camouflage characteristic window lines.

Small, highly contrasting covers are fitted to obscure other prototype body surfaces. For years, the practice at Vauxhall/Opel was to use a black and white chessboard pattern, but this has now been replaced by Fishies, rounded, fish-shaped diamonds designed to confuse camera lenses and spying eyes. If it has Vauxhall logo, its definitely not a Vauxhall

Fixing false brand and identification marks to prototypes is a popular trick in the camouflage business. So a test car with a Vauxhall-like logo is most probably not a Vauxhall.

Headlamps and rear lights are especially difficult to disguise as vehicle licensing authorities stipulate that a cars even a prototypes cone of light, brake lights and all other exterior functions must meet legal regulations. Unfortunately, headlamps and rear lights are a popular means for designers to make the cars brand easily recognizable, and therefore must be well disguised. To do this, camouflage experts fit simple, round lights from an accessories shop to the rear of the car, and make special components for the headlamps.

Another challenge for camouflage experts is that disguising elements also need to be removable. For certain tests, such as acoustics or aerodynamics, any body styling parts are a hindrance, regardless of security. Thats why some automakers favour large wraparound covers that can be attached to the cars body with Velcro and lashing belts. Vauxhall opted for a different approach, as such large covers can come loose at high speeds, damaging the camouflage and endangering other road users.

Biggest obstacle in a perfect camouflage operation? People

The biggest potential compromise to camouflage operations is always going to be the technicians associated with the test car, which is why Vauxhall has a strict set of rules concerning prototypes. Rule 531 states that no camouflaged test car may stop in a public place, for instance, while the driver has a quick snack. A tarpaulin must also always be on board, as even Vauxhall prototypes sometimes breakdown during their test phase and must then be quickly covered over.

To protect plant secrets, prototypes are always accompanied by a second car on public roads, so help is always at hand if needed. Over long distances prototypes have to be transported in closed trucks, such as for test driving in Finland. In the past, resourceful graphers would all too often quickly lift up the trucks tarpaulin and snap some shots while the driver was taking a well-deserved break.

But why such an effort? In short, the automobile industry lives and breathes new cars, and this is of great interest to two particular groups: competitors and the media. While competitors want to react to new products as quickly as possible with their own innovations, for the media, the news of any new innovations is a valuable means of attracting readers or viewers.

One of the most important characteristic of a new car is its exterior design. It is the customers first impression of the car, it defines a brands appearance for the public, and often lets judgments be made about what possible technological innovations are concealed beneath the bodywork. Thats why shielding new body stylings from prying eyes has become an art form within the auto industry over past decades.

Prototype paparazzi: The nemesis of camouflage experts

The principal opponent of camouflage experts are specialist graphers called prototype hunters, or simply spies. The prototype paparazzi have a very good idea where the automobile industrys preferred test circuits are located around the world.

These graphers face increasing competition from amateurs who happen to capture an unknown car on their camera phones. Or then again maybe not, as some pictures that land on editors desks are of series-production models that are only unusual because they are not for sale in the graphers country, and therefore seem exotic or mysterious.

Professional graphs, on the other hand, can command five-figure sums, depending on brand, timing and image quality, and are the main income of a small, but highly specialized group known as shoppers. In the past, trained designers artistically adapted s of camouflage cars with crayons and India ink to form often very accurate images of the latest innovations. Nowadays, it is shop touch-up artists who try to create realistic images of these new models. To help them, they have prototype graphs and design concept cars, which automakers use to test public reaction at motor shows, and also to stir up anticipation of future series-production vehicles.

SpadaVettureSport has started the production of its supercar "Codatronca".

With this car Spadaconcept cherishes and revives the important heritage of Ercole Spada and the philosophy which characterized each of his creations. The companys vision is centered on functional design, which, according to Ercole Spada, means to express the functionality of an object through its shape. Following this vision Spadaconcept came up with a genuinely breaking product, something bold an daring. Far from creating a show car where anything is allowed, Spadaconcept has worked creatively but within strict feasibility constraints, in order to reach the quality standards of a niche, handcrafted production. The performance of this car is maximized by introducing aerodynamic lines such to mould a light and essential body. The result is an extremely stable and manageable car, able to achieve good racing performances by exploiting at the best the power of its engine, with an original and nimble shape and essential but elegant interiors.

The first version, named TS (Turismo Sportivo), is a car with a naturally aspirated engine with more than 600 HP with race performances. Despite the focus at Spadaconcept wasnt on purepower but rather on aerodynamics, lightness and handling, this car can still reach more than 340 km/h due to a short ratio gearbox and complies with the FIA GT1 regulations. ICRA assigns LAA+ rating to M&M`s (Q, N,C,F)* bank Lines  
Leading credit rating agency, ICRA assigned an LAA+ rating indicating high credit quality to Mahindra and Mahindra (M&M) Rs 2,720 million fund based limits. This rating replaces the earlier short term rating (A1+) assigned to these fund based lines. ICRA has also re-affirmed the A1+ (pronounced A one plus) rating assigned to the Rs 1,280 million non-fund based limits. A1 is the highest-credit-quality rating assigned by ICRA to short-term debt instruments. Instruments rated in this category carry the lowest credit risk in the short term. Within this category, certain instruments are assigned the rating of A1+ to reflect their relatively stronger credit quality. ICRA has a rating outstanding of LAA+ for the Rs 2 billion non-convertible debenture programme of M&M.

The ratings reflect M&M`s diversified business profile, its leadership position in the tractor and utility vehicle (UV) segment, competitive cost structure, strong profitability indicators, efficient working capital management and comfortable capital structure. In spite of large outflows on account of capital expenditure and acquisitions during the last three years, the company has been able to maintain a moderate capital structure supported by strong operating cash flows, inflows from stake sale (through listing of subsidiary companies like Tech Mahindra, Mahindra & Mahindra Financial Services) and FCCB conversion (to equity).

Maruti Suzuki unveils new sedan 'Swift DZiRE'  
NEW DELHI: Market leader Maruti Suzuki on Tuesday unveiled a new sedan, Swift DZiRE, to be launched on March 29 priced below the company's existing car SX4.

"The image of a hatchback and styling of Swift is carried forward to the Sedan. The new car will be available in both petrol and diesel variants," Maruti Suzuki India Ltd Executive Officer (Marketing and Sales) Mayank Pareek told reporters here.

On the pricing of the new car, Pareek declined to share details. However according to the company sources, the petrol variant is expected to be priced between Rs 4.75 to Rs 5 lakh, while the diesel variant would be available for above Rs 5.5 lakh.

The company is also expanding the capacity of its plant in Manesar to three lakh units per annum by 2010, up from the existing about 1.4 lakh units in an year.

Pay-Per-Use Telematics Services Coming  
ATLANTA Consumers love the idea of having directions and concierge services available at the touch of a button, but they are less than thrilled with steep monthly fees for the luxury of having the service available for occasional use. That's why Hughes Telematics will offer customers transaction pricing, so customers will pay for the services they need, when they need them, explained President Erik Goldman.

While basic security services such as automatic crash notification and stolen vehicle location may remain solely subscription-based, additional services such as navigation and concierge services will be available on a pay-as-you-go service in the Mercedes-Benz and Chrysler vehicles that will employ the Hughes system starting in model-year 2010. "They are impulse services," Goldman said.

"When you call 411 to ask for directions to a restaurant so you won't be late for a reservation, included in the call will be GPS information in the signal," he explained. "We can send back to the vehicle a route calculation." Incumbent telematics suppliers OnStar and ATX could do the same thing today if they were equipped to charge for that service, according to Goldman.

Hughes will be able to model its internal information technology systems after those used by cellular telephone providers, permitting the company to offer a broad variety of product packages and pricing options. "They have hundreds of different types of customers and service plans," Goldman observed. "That complexity we are bringing into our back office as well, which allows us to offer a tremendous amount of differentiation."

Other services such as the ability to monitor maintenance issues like oil level and tire pressure from your PC, as well as the more potentially intrusive ability to track the vehicle's speed and location will also be available. The latter service is intended to let parents keep an eye on kids when they use the car, and measures will be taken to prevent the covert monitoring of adult drivers who might be suspected of adult activities. "There will be an indicator on the dash indicating that the vehicle is being monitored," said Goldman. "We are highly sensitive to privacy."

From a convenience standpoint, Hughes will offer off-board route mapping for the navigation system, so customers can plot their route on their computer and send the directions to the car. "Destination entry is the key to a high-utility navigation system," Goldman said. The car will also be able to report on its health, not only keeping the owner apprised of its condition, but the system even has the potential to report on the status of the emissions system, saving the driver the hassle of a trip to the emissions inspection station.

Ricardo Establishes Center for Development of Battery Systems for Hybrid and Electric Vehicles

Prototype pack systems will undergo exhaustive development in three specially built development chambers equipped with robust safety and filtration systems. Each will feature high-capacity EV/HEV-capable battery cyclers, high-voltage instrumentation, hardware-in-the-loop systems and other equipment to enable the development of battery systems in simulated vehicle environments. Once a battery pack design is verified in a safe, simulated environment, the battery system can be integrated into and further developed on a vehicle in Ricardo's adjoining garage facility. The first chamber is scheduled to be commissioned by mid-summer 2008.

Maruti Suzuki to launch new sedan `Swift DZiRE`  
Maruti Suzuki unveiled a new sedan, Swift DZiRE, on Mar. 18, 2008, to be launched on Mar. 29, 2008. The sedan will be priced below the company`s existing car SX4, reports DNA. The new car will be available in both petrol and diesel variants.

The price details of the new car have not been divulged yet. However, according to the company sources, the petrol variant is expected to be priced between Rs 0.48 million to Rs 0.5 million, while the diesel variant would be available for above Rs 0.55 million.

The company is also expanding the capacity of its plant in Manesar from the existing production limit of 0.14 million units to 0.3 million units every annum by 2010.

Chrysler and Washtenaw County Collaborate to Test Winds for Clean Energy Production  
CHELSEA, Mich., -- The winds in western Washtenaw County will be tested for clean energy production over the next year, beginning with construction of a 26-story meteorological tower at Chrysler LLC's Chelsea Proving Grounds this week.

Over the next 12-18 months, energy experts from the county, the University of Michigan and the consulting firm, North Coast Wind and Power, will monitor high-level winds at the site to determine if they are suitable for generating electricity.

A study by Washtenaw County found that the area around Chrysler's Proving Grounds has the greatest potential for developing wind energy in the county.

"I think that today it's incumbent on the Board of Commissioners, and really on any political body, to take the issues of environmental change and economic impact very seriously. This testing will give us the necessary information to help us look forward with ideas and hope for reducing our dependence on fossil fuels in the future," said Board Chair Jeff Irwin.

"Chrysler is committed to reducing our impact on the environment, both through conservation and use of alternative, clean energy," said Deborah Morrissett, Vice President -- Regulatory Affairs at Chrysler. "This project is another opportunity for us to be part of a clean energy future."

While much of the potential wind power in the State is along the coasts, state-wide wind models show that significantly high wind speeds can be expected at the elevations to be tested by the tower. However, no actual measurements have been taken to confirm the predictions of the wind models, said Joshua Long, Energy Coordinator for the County Department of Planning and Environment.

"Once we collect the necessary data, our consultants will produce an investment grade report which will detail exactly what kinds of wind installations are economically feasible based on how much wind there is at various heights," Long said.

The study of Washtenaw County wind energy potential, along with other related documents, is available at www.ewashtenaw.org/wind .

If the study yields favorable results, Chrysler will investigate the potential to construct turbines on its Proving Grounds property. Additionally, the County would explore its options to further advance wind power in the area near the proving grounds.

"We are pleased to provide the location for the first test of wind energy potential in this region of the county," said Jeffrey Zyburt, Director of Chrysler's Proving Grounds.

"For us, this is really a community project, because we know there are other locations in the neighborhood that may also benefit from this study. This is an exciting project."

Arnie urged to revive electric car production  
Arnold Schwarzenegger is famous for driving HUMMERs, but has a Tesla on order

A 'green' car pressure group has called on Arnold Schwarzenegger to ask California air regulators to restore the Zero Emissions Vehicle program.

In a letter co-signed by environmental groups, Plug In America, a non-profit organization which supports the use of plug-in hybrid and electric cars, has asked the governor to live up to his vow to "turn back the clock on poluttion" - a scheme Mr Schwarzenegger said would be equal to taking one million cars off the road.

The ZEV program last year called for 10% of vehicles sold in California to be zero emission.

Under the Clean Air Act, California is the only state allowed to set tougher limits on vehicle emissions.

Chelsea Sexton, Executive Director of Plug In America, said: "Governor Schwarzenegger showed... that alternatives are possible when the political will is there.

"We need to Governor to lead again by asking our state regulators to get more electric cars on the road now."

The letter is signed by environmental groups, business leaders and celebrities, including Jim Woolsley, former Director of the CIA, and Peter Horton, executive producer of 'Gray's Anatomy'.

"As you prepare to take delivery of your electric Tesla, we ask you to support a stronger Zero Emission Vehicle program that will help us all turn back the clock on pollution," urges Plug in America.

2008 New York Auto Show Preview: 2009 Nissan Maxima Leaked!  
NEW YORK CITY Nissan had intended to unveil its 2009 Maxima tomorrow at the 2008 New York Auto Show, but online forums helped make the images available 24 hours earlier than planned.

Previously Nissan released only teaser images of its sporty midsize sedan.

If online forums cooperate, official specifications won't be released until tomorrow. However, the Maxima is expected to continue to use the VQ-Series V6 with some performance upgrades. A diesel version of the Maxima is slated for 2010.

Mercedes Considers SL63 AMG Black Series, V6-Powered SL  
LAGUNA BEACH, California During a recent launch event for the 2009 Mercedes SL and SL63 AMG, Mercedes officials discussed some interesting possibilities regarding the future SL model line. Most enticing is the possibility of a SL63 AMG Black Series.

Mercedes confirmed that development of the SL63 AMG Black Series is moving forward, but no timetable has yet been set for its public introduction in fact, as of yet, there's no decision by the corporate board about whether it will be produced. Nevertheless, Thomas Rappel, senior manager for product management and product planning for AMG, tells us that production "is likely." That's good news.

"We need to develop more products that give our customers exclusivity," Rappel says, admitting that current AMG products have become too popular to deliver the element of unique ownership originally intended for the AMG brand. "We sell more than 20,000 AMG-branded cars a year, half of them in the U.S.," he notes. That's too many to be as exclusive as, say, Aston Martin or Bentley.

And with all the fretting about fuel economy and the price of gas in the United States, Mercedes-Benz executives are thinking about bringing over a V6-powered version of the SL roadster. All SLs from 1957 through 1999 were available with six-cylinder engines the last was the SL320. With gasoline priced at $4 a gallon, serious thought is now being given to introducing an SL350. It will be powered by a 3.5-liter V6 that produces 316 horsepower at 6,500 rpm. Currently, the SL350 with its 311-hp 3.5-liter V6 is only available outside the U.S.

Speed cameras rake in 100m a year  
Speed cameras: friends or foes?

Speed cameras collected made more than £100m in fines last year.

Department for Transport (DfT) figures revealed cameras in England and Wales raised a total of £104.4m in the year 2006/07.

Motorists in London were hit hardest, paying £7.5m in fines, while £724,860 was raised in Gloucestershire.

The partnerships responsible for the safety cameras were able to keep the profits they made for themselves.

Motoring groups have criticised the cameras, caliming that road safety issues are being ignored.

Nigel Humphries, spokesman for the Association of British Drivers, said: "The whole safety issue is being used as an excuse to bring in restrictions for motorists. They are not looking at the real causes of accidents."

The DfT said that once operating costs were accounted for, speed cameras in England and Wales brought in a profit of £6.4m, down from £15m the previous year.

A DfT spokeswoman said: "Safety cameras are there to save lives, not make money.

"Independent research has shown there are 1,745 fewer deaths and serious injuries at camera sites each year... These figures show the total amount paid in fines has fallen by more than £10m, which is good news for everyone."

As excuses go, we've heard better. We've tried better, in fact - we still have no idea why that policeman didn't believe we were speeding because our back seat was heavily pregnant.

But while our excuse fell on deaf ears, the German trucker who told a court that he was using his mobile phone as an ear warmer got off scot free.

Lorry driver Walter Klein told the court in Hamm: "I had an earache and it was being made worse because the cab had not heated up yet - it takes a while on a big rig. So I grabbed the phone that had been on charge and put it to my ear, and that was when I was stopped by police."

The court finally accepted Klein's claim after he produced an itemised phone bill showing he had not been using the phone when he was stopped by police.

Fight against prototype paparazzi  
BRADFORDSHIRE, UNITED KINGDOM - Camouflage and disguise are crucial when new model prototypes first leave the well-protected confines of the design studio or workshop and head out onto the test track or open road. Although a great deal of todays vehicle proving can be conducted in advance by computer simulation or on the test bench, there inevitably comes the day when all test results have to be validated, and the car must be released into its natural habitat the road.

Now its the turn of Insignia Vauxhalls new mid-size car that debuts at the British Motor Show on July 22nd to take to the public roads. With a highly attractive, completely new body line and sculptural design, Insignia is set to cause a sensation in its class but surprises only work if they are not revealed beforehand.

The team responsible for camouflaging prototypes began making their preparations for the test phase when the new car first progressed beyond computer simulations and clay models. Together with chief designers and engineers, the team established which of the cars characteristic lines should be kept hidden the longest from prototype paparazzi.

Together, they developed a faceliftfor the upcoming model that would disguise the prototypes as much as possible. One of the variants had an especially elegant, flowing rear section, for instance, so a pronounced spoiler was designed to mask it. A wooden model was built as a cast to form the plastic camouflage parts needed for around 200 test cars that have to be disguised in the run-up to series production.

Covers for other characteristic body components were also designed and produced using the same process. As always, the first prototypes were brought to a workshop in a particularly well protected area to be disguised as the initial test cars.

First faceliftshould make Insignia as ugly as possible

For this part of the camouflage operation, experts use special adhesive and foil, which ensures a smooth surface and remains flexible and tear-proof at temperatures ranging from minus 40 to plus 70 degrees Celsius. In other areas, the foil is shimmed with foam to change the cars contours. This adhesive material is also used to camouflage characteristic window lines.

Small, highly contrasting covers are fitted to obscure other prototype body surfaces. For years, the practice at Vauxhall/Opel was to use a black and white chessboard pattern, but this has now been replaced by Fishies, rounded, fish-shaped diamonds designed to confuse camera lenses and spying eyes. This disguising job will soon be done even better by Flimmies, a new type of camouflage whose pattern creates a flickering effect.

If it has Vauxhall logo, its definitely not a Vauxhall

Fixing false brand and identification marks to prototypes is a popular trick in the camouflage business. So a test car with a Vauxhall-like logo is most probably not a Vauxhall.

Headlamps and rear lights are especially difficult to disguise as vehicle licensing authorities stipulate that a cars even a prototypes cone of light, brake lights and all other exterior functions must meet legal regulations. Unfortunately, headlamps and rear lights are a popular means for designers to make the cars brand easily recognizable, and therefore must be well disguised. To do this, camouflage experts fit simple, round lights from an accessories shop to the rear of the car, and make special components for the headlamps.

Another challenge for camouflage experts is that disguising elements also need to be removable. For certain tests, such as acoustics or aerodynamics, any body styling parts are a hindrance, regardless of security. Thats why some automakers favour large wraparound covers that can be attached to the cars body with Velcro and lashing belts. Vauxhall opted for a different approach, as such large covers can come loose at high speeds, damaging the camouflage and endangering other road users.

Biggest obstacle in a perfect camouflage operation? People

The biggest potential compromise to camouflage operations is always going to be the technicians associated with the test car, which is why Vauxhall has a strict set of rules concerning prototypes. Rule 531 states that no camouflaged test car may stop in a public place, for instance, while the driver has a quick snack. A tarpaulin must also always be on board, as even Vauxhall prototypes sometimes breakdown during their test phase and must then be quickly covered over.

To protect plant secrets, prototypes are always accompanied by a second car on public roads, so help is always at hand if needed. Over long distances prototypes have to be transported in closed trucks, such as for test driving in Finland. In the past, resourceful graphers would all too often quickly lift up the trucks tarpaulin and snap some shots while the driver was taking a well-deserved break.

But why such an effort? In short, the automobile industry lives and breathes new cars, and this is of great interest to two particular groups: competitors and the media. While competitors want to react to new products as quickly as possible with their own innovations, for the media, the news of any new innovations is a valuable means of attracting readers or viewers.

One of the most important characteristic of a new car is its exterior design. It is the customers first impression of the car, it defines a brands appearance for the public, and often lets judgments be made about what possible technological innovations are concealed beneath the bodywork. Thats why shielding new body stylings from prying eyes has become an art form within the auto industry over past decades.

Prototype paparazzi: The nemesis of camouflage experts

The principal opponent of camouflage experts are specialist graphers called prototype hunters, or simply spies. The prototype paparazzi have a very good idea where the automobile industrys preferred test circuits are located around the world.

These graphers face increasing competition from amateurs who happen to capture an unknown car on their camera phones. Or then again maybe not, as some pictures that land on editors desks are of series-production models that are only unusual because they are not for sale in the graphers country, and therefore seem exotic or mysterious.

Professional graphs, on the other hand, can command five-figure sums, depending on brand, timing and image quality, and are the main income of a small, but highly specialized group known as shoppers. In the past, trained designers artistically adapted s of camouflage cars with crayons and India ink to form often very accurate images of the latest innovations. Nowadays, it is shop touch-up artists who try to create realistic images of these new models. To help them, they have prototype graphs and design concept cars, which automakers use to test public reaction at motor shows, and also to stir up anticipation of future series-production vehicles.
